BUDGET ADMINISTRATION IN EDUCATIONAL INSTITUTIONS BASED ON THE FOUR SANGAHAVATTHU PRINCIPLES OF PARIYATTI DHAMMA SCHOOLS (GENERAL EDUCATION DIVISION) IN UBON RATCHATHANI PROVINCE

Abstract

This research aimed to 1) examine the current conditions of budget administration in Phrapariyattidhamma Schools under the General Education Division in Ubon Ratchathani Province 2) study the methods of budget administration based on the Four Principles of Sangahavatthu and 3) propose guidelines for budget administration grounded in the Four Principles of Sangahavatthu. The study employed a Mixed Methods Research design integrating quantitative and qualitative approaches. The quantitative data were collected through questionnaires administered to school administrators, teachers, and educational personnel, while qualitative data were obtained from in-depth interviews with key informants. Quantitative data were analyzed using mean and standard deviation, whereas qualitative data were analyzed through interpretative content analysis.


          The findings revealed that 1) the overall current condition of budget administration was at a high level, with budget expenditure scoring the highest mean and monitoring and evaluation scoring the lowest 2) regarding the application of the Four Principles of Sangahavatthu, schools implemented generosity in resource allocation for the benefit of students, kind speech in transparent communication, beneficial conduct in responsible budget utilization, and equality in fair and non-discriminatory resource distribution and 3) the proposed guideline integrates the Four Principles of Sangahavatthu into a systematic Input–Process–Output–Feedback Model, resulting in budget administration that promotes efficiency, effectiveness, and ethical integrity.
The body of knowledge derived from this research demonstrates that the Four Principles of Sangahavatthu can be systematically applied as a Buddhist-based framework for educational budget administration. This integration connects moral principles with modern management processes, thereby enhancing transparency, participation, and sustainability in the administration of Phrapariyattidhamma Schools.
