GOVERNANCE IN PUBLIC–PRIVATE PARTNERSHIPS: A MECHANISM TO ENHANCE TRANSPARENCY AND EFFICIENCY

Abstract

This academic article aims to examine the relationship between the principles of good governance and the success of public–private partnership (PPP) projects. It focuses on six core aspects of governance: transparency, accountability, participation, rule of law, efficiency, and equity. The study compares these principles with actual practices observed in PPP projects implemented in Thailand, which often face challenges such as unfair competition, limited information disclosure, and political interference. The findings suggest that the state should shift its role from an operator to a regulator, supported by key mechanisms such as open competitive bidding, coordination with independent auditing bodies, and the inclusion of civil society in the decision-making process. This academic work also proposes new approaches to measuring transparency through open data, as well as strategies for enhancing the capacity of public officials within the PPP context. In summary, the study offers both policy-level and practical knowledge that can be applied to the design of PPP projects to ensure they are efficient, transparent, and sustainable. Good governance is positioned as a vital mechanism for building public trust and reducing long-term social costs.
