EFFECTIVENESS OF THE IMPLEMENTATION OF THE LOCAL DEVELOPMENT PLAN OF THE COMMUNITY DEVELOPMENT OFFICE OF SAM KHOK DISTRICT PATHUM THANI

Abstract
The objectives of this study were to 1) study the effectiveness level of the implementation of the local development plan by the Community Development Office and 2) compare of the effectiveness of the implementation of the local development plan by the Community Development Office, Sam Khok District, Pathum Thani Province, classified by personal factors. This study was a quantitative research. The conceptual framework used in this study was applied from Robert S. Kaplan and David P. Norton’ s theory. The population consisted of 22,413 people refer to the residents living in Sam Khok District, Pathum Thani Province. The sample size was calculated using Taro Yamane's formula, which resulted in a sample of 398 people. The study instrument used in this study was a 5-rating Likert scale questionnaire. The statistics used for data analysis were frequency distribution, percentage, mean, standard deviation, t-test, and F-test.
The study results revealed that 1) the effectiveness level of the implementation of the local development plan by the Community Development Office, as a whole, was at a high level. When considered each aspect, the mean scores ranged from highest to lowest, it was found that all 4 aspects were at a very high level namely infrastructure aspect had the highest mean, followed by learning and development aspect, service recipient satisfaction aspect, and service aspect had the lowest mean, respectively. 2) The results compare the effectiveness of the implementation of the local development plan of the Sam Khok District Community Development Office, Pathum Thani Province, classified by personal factors found that people with different levels of education and income showed no different opinions on the effectiveness of the implementation of the local development plan of the Community Development Office. People with different genders, ages, and occupations showed different opinions on the effectiveness of the implementation of the local development plan of the Community Development Office, with a statistically significant level of .05.
