ธรรมาภิบาลในความร่วมมือภาครัฐ–เอกชน: กลไกเพิ่มความโปร่งใสและประสิทธิภาพ

บทคัดย่อ
บทความวิชาการนี้ตั้งใจศึกษาความเชื่อมโยงระหว่างการบริหารงานที่ดีกับความสำเร็จของโครงการความร่วมมือภาครัฐ-เอกชน โดยจะเจาะลึกหลักธรรมาภิบาล 6 ด้าน ประกอบด้วย ความโปร่งใส ความรับผิดชอบ การมีส่วนร่วม การปฏิบัติตามกฎหมาย ประสิทธิภาพ และความเสมอภาค การศึกษาได้เปรียบเทียบกับแนวปฏิบัติในโครงการ PPP ที่เกิดขึ้นจริงในประเทศไทย ซึ่งมักประสบกับปัญหาหลายประการ เช่น การแข่งขันที่ไม่เป็นธรรม การเปิดเผยข้อมูลอย่างจำกัด และการแทรกแซงจากการเมือง ผลการวิจัยชี้ว่ารัฐบาลควรเปลี่ยนบทบาทจากการทำเองมาเป็นการควบคุมดูแลแทน โดยต้องมีกลไกสนับสนุนที่สำคัญ ได้แก่ การประมูลแข่งขันอย่างเปิดเผย การเชื่อมโยงกับหน่วยงานตรวจสอบอิสระ และการเปิดพื้นที่ให้ภาคประชาชนเข้ามามีส่วนร่วม งานชิ้นนี้ยังเสนอวิธีใหม่ในการวัดความโปร่งใสผ่านข้อมูลเปิด และการพัฒนาความสามารถของเจ้าหน้าที่รัฐในโครงการ PPP สรุปแล้ว การศึกษานี้ให้ความรู้ทั้งด้านนโยบายและการนำไปปฏิบัติจริง เพื่อช่วยออกแบบโครงการ PPP ให้ดี โปร่งใส และยั่งยืน โดยใช้ธรรมาภิบาลเป็นกลไกสำคัญในการสร้างความเชื่อมั่นและลดต้นทุนทางสังคมในระยะยาว
