Abstract

21st-century education faces the challenge of shifting from “content-based knowledge transmission” to “competency development,” focusing on essential life skills. Competency development therefore requires systematic instructional design, which analyzes the components and relationships of learning variables to ensure an effective and sustainable process. This academic article focuses on a synthetic analysis of the application of the ADDIE model as a primary conceptual framework for systematic instructional design to enhance 21st-century learner competencies. Furthermore, it highlights the structural relationship and integration between the ADDIE model and the IPOO systems process, which is considered a fundamental basis of competency-based learning.

The analysis reveals that the ADDIE model functions as an “operational mechanism” that works harmoniously within the “systems framework” of IPOO.
The Analysis step is like defining the Input, which involves analyzing learners and
the context to identify clear target competencies. The Design and Development step aligns with the Process, designing learning activities and developing technology-integrated media to stimulate higher-level competencies. The Implementation step is linked to the Output, reflecting the results of learning management through learner learning behaviors and actual work. Finally, the Evaluation step focuses on the Outcome, which is an assessment of the long-term outcome of the learner's actual competencies. Integrating the ADDIE and IPOO models enables learning design to follow a holistic, systems-based approach with iteration and continuous improvement. This approach allows teachers and learning designers to create curricula that are highly accurate and effective in targeting 21st-century core competencies.
