Abstract

This academic article aims to examine the concepts and roles of strategic educational leadership in the era of change, analyze the challenges and trends of educational administration in the 21st century, and propose administrative approaches for educational quality, innovation, and sustainability within the context of Pathum Thani Primary Educational Service Area Office 1. The study employed document analysis and literature synthesis from both domestic and international academic sources. The findings revealed that rapid changes driven by digital technology, artificial intelligence (AI), the knowledge-based economy, and innovation-oriented societies have significantly transformed educational administration. Educational leaders are therefore required to shift from traditional administrative roles toward strategic leadership characterized by digital leadership competencies, innovation management, data-driven decision-making, and agile organizational management in order to effectively respond to ongoing disruptions. Furthermore, improving educational quality in the 21st century requires an emphasis on future skills development, the integration of digital technology and educational innovation, and the creation of learning ecosystems that connect schools, teachers, learners, communities, and collaborative networks. In addition, educational administration should align with the Sustainable Development Goals (SDGs), particularly SDG 4 on quality education and SDG 16 on effective, accountable, and transparent institutions, to promote equity, educational quality, and long-term sustainability. The article proposes that Pathum Thani Primary Educational Service Area Office 1 should promote digital leadership development, integrated educational data systems, reduced bureaucratic processes, innovative organizational culture, and Agile Management practices to enhance educational quality and foster sustainable educational development in Thailand.
