GUIDELINES FOR ENHANCING COMMUNITY LEADERS’ PARTICIPATION IN CRIME PREVENTION WITHIN THE JURISDICTION OF NAKHON SAWAN CITY POLICE STATION, NAKHON SAWAN PROVINCE

Abstract

The objective of this research article is: 1) examine the problems and obstacles in the participation of community leaders in crime prevention within the jurisdiction of Nakhonsawan City Police Station, Nakhon Sawan Province; and 2) propose guidelines for promoting the participation of community leaders in crime prevention within the jurisdiction of Nakhonsawan City Police Station, Nakhon Sawan Province. The research employed a qualitative approach, collecting data from 24 community leaders in the area served by the Nakhon Sawan City Police Station, Nakhon Sawan Province. The data was collected using in-depth interviews and analyzed using triangulation.

The research findings were as follows:

1) Problems and obstacles in the participation of community leaders in crime prevention within the jurisdiction of Nakhonsawan City Police Station, Nakhon Sawan Province were as follows: 1.1) limitations in budget, resources, personnel, and inter-agency coordination systems. 1.2) planning process remains top-down. 1.3) implementation lacks continuity and systematic integration between agencies and communities. 1.4) evaluation process is centralized, with government agencies as the primary implementing body.

2) Guidelines for promoting the participation of community leaders in crime prevention within the jurisdiction of Nakhonsawan City Police Station, Nakhon Sawan Province were as follows: 2.1) participatory Sspport guidelines: resource support should be provided through collaboration between community leaders and local administrative organizations in allocating security budgets. 2.2) participatory planning guidelines: a joint problem analysis should be conducted through community forums to reflect on crime issues in the area. 2.3) participatory implementation guidelines: community surveillance activities should be organized, such as patrols or village security teams. 2.4) participatory monitoring and evaluation guidelines: continuous monitoring should be conducted through monthly or quarterly follow-up meetings.
