GUIDELINES FOR HUMAN RESOURCE DEVELOPMENT UNDER THE DIGITAL GOVERNMENT POLICY OF NAKHON SAWAN PROVINCIAL ADMINISTRATIVE ORGANIZATION

Abstract
This study aimed to: (1) examine the context of human resource development in accordance with the digital government policy of the Nakhon Sawan Provincial Administrative Organization (PAO); (2) investigate the problems and obstacles encountered in human resource development under the digital government policy, with particular focus on inter-generational disparities in digital skills and decision-making authority; and (3) propose guidelines for human resource development aligned with the digital government policy of the Nakhon Sawan PAO that are responsive to the context of generational diversity. A qualitative research design was employed. Eighteen key informants were selected through purposive sampling, with consideration given to functional roles and generational diversity, and were categorized into four groups: senior executives, division heads, operational staff, and expert employees. Data was collected from November 2025 to February 2026 through document analysis and semi-structured interviews and were analyzed using inductive content analysis.
The findings revealed three principal outcomes. 1) Nakhon Sawan PAO operates under local personnel legislation and a top-down national policy framework in which the central government determines digital competency standards and budgetary parameters. With a workforce of 998 personnel spanning four generational cohorts, considerable disparities in both digital skills and decision-making authority were identified within the organization, directly undermining the quality and efficiency of public service delivery. 2) Problems and obstacles were identified across three dimensions: (1) rigid legal and policy frameworks lacking alignment with local contexts; (2) negative attitudes among personnel, stemming from a system that fails to connect digital competencies with career advancement; and (3) bureaucratic culture and inadequate infrastructure that impede digital transformation. And 3) The proposed development guidelines encompass reforming local personnel legislation to enhance local autonomy, recalibrating the 70:20:10 learning model to a revised 60-65:20:20-25 ratio to strengthen formal training proportionate to personnel’s foundational digital skill levels, establishing cross-generational mentoring systems, and strengthening digital organizational culture and infrastructure.
