This study employed qualitative research methodology, collecting data from 24 key informants, including monks and laypersons, and analyzing the data through content analysis based on the research process.

The research findings revealed that:

1) The administration of public utility affairs under the “Wat Pracha Rat Sangsuk” project of the Sangha in Nong Khai Province is a Buddhist-oriented management approach that uses temples as the center of cooperation among monks, communities, and government sectors. The project integrates the principles of the 5S system, volunteer spirit, and the concept of Sappaya (supportive environment) to develop temple areas that are clean, orderly, safe, and conducive to sustainable community well-being.

2) The development of public utility activities under the “Wat Pracha Rat Sangsuk” project is an integrated process of collaboration among temples, communities, government agencies, and network partners. It combines the principles of the 5S system, volunteerism, and Sappaya in planning and organizing activities related to society, environment, education, and culture in order to improve temple environments and strengthen community unity.

3) The model for the administration of public utility affairs under the “Wat Pracha Rat Sangsuk” project is a Buddhist management model that integrates the principles of the 5S system, volunteer spirit, and Sappaya by using temples as the center for public space management. The model aims to promote cleanliness, orderliness, hygiene, and community discipline, leading to sustainable physical, mental, and social well-being.
