AN EVALUATION OF THE IMPLEMENTATION PROCESS AND OUTCOMES OF THE ECO–SCHOOL PROGRAM : A CASE STUDY OF BAAN NABON P.P.A.O. SCHOOL UNDER THE PHUKET PROVINCIAL ADMINISTRATIVE ORGANIZATION

Abstract

This research aimed to (1) evaluate the management of Eco-School operations at Baan Nabon P.P.A.O. School across the dimensions of context, input, process, product, impact, effectiveness, sustainability, and knowledge transfer, (2) identify the strengths and limitations of the current implementation approach, and (3) propose guidelines to enhance management effectiveness. A mixed-methods research design was employed. The sample consisted of 249 participants, including administrators, teachers, school board members, and students. The research instruments included structured interviews and a five-point Likert-scale questionnaire. Data were analyzed using mean, standard deviation, and content analysis.


The findings revealed that


(1) the overall management of the project was rated at a very high level across all dimensions based on the CIPPIEST Model, reflecting clear environmental policies aligned with the school and community contexts, adequate support in terms of resources and collaborative networks, and systematic integration of environmental activities into both learning and administrative processes, resulting in students’ appropriate knowledge, awareness, and behaviors, as well as positive impacts on families, the community, and the school environment.


(2) the strengths included continuous administrative support, active participation of teachers, students, and partner networks, and well-defined environmental policies, while the limitations involved insufficient long-term monitoring and evaluation systems, lack of systematic knowledge management, and inadequate mechanisms for sustainability.


(3) the development guidelines emphasize establishing systematic monitoring and evaluation processes, developing best-practice repositories, strengthening collaborative networks, and promoting stakeholder participation to enhance sustainability and enable effective replication in other educational institutions.
