POLITICAL PARTICIPATION AND DEMOCRATIC CITIZENSHIP AFFECTING THE DECISION TO VOTE IN THE GENERAL ELECTION OF MEMBERS OF THE HOUSE OF REPRESENTATIVES: A CASE STUDY OF SAI MAI DISTRICT, BANGKOK

Abstract
This study aimed to (1) examine the level of citizens’ decision-making in exercising their voting rights in the election of Members of the House of Representatives, (2) analyze the influence of political participation and democratic citizenship on such decision-making, and (3) propose guidelines for promoting voter turnout among citizens in Sai Mai District, Bangkok. A mixed-methods research design was employed, drawing upon the theoretical frameworks of Morell, Birch, and the Secretariat of the House of Representatives. The quantitative component targeted citizens aged 18 years and above who were eligible voters and registered residents in Sai Mai District, totaling 210,485 individuals. A sample of 400 respondents was determined using Yamane’s formula. Data were collected through a five-point Likert-scale questionnaire and analyzed using descriptive statistics and multiple regression analysis. The qualitative component involved in-depth interviews with 15 key informants, including community leaders, government officials, and local citizens. The qualitative data were analyzed using content analysis.
The findings revealed that the overall level of decision-making to participate in parliamentary elections was high. Decision-making based on civic consciousness recorded the highest mean score, followed by goal-oriented decision-making, while experience-based prudential decision-making was found at a moderate level. Furthermore, eight factors related to political participation and democratic citizenship jointly explained 74.9 percent of the variance in voting decision-making, with statistical significance at the .05 level. The study suggests that public sector agencies should actively promote citizen participation, particularly among youth, through creative civic engagement campaigns alongside education on electoral laws and political ethics, in order to strengthen sustainable democratic development.
