ROLE OF SUBDISTRICT CHIEF AND VILLAGE HEADMEN IN PERFORMING THEIR DUTIES IN TAMBON KHLONG SI, MUEANG KHLONG LUANG DISTRICT, PATHUM THANI PROVINCE

Abstract

The objectives of this study were to 1) study the level of the role of sub-district chief and village headmen in performing their duties and 2) compare the roles of sub-district chief and village headmen in performing their duties in Tambon Khlong Si, Mueang Khlong Luang District, Pathum Thani Province, classifying personal factors. This study is a mixed methods research. The conceptual framework used in this study was applied from the concept of the Local Government Act of 1914 (B.E. 2457) The population consisted of people living Tambon Khlong Si, Mueang Khlong Luang District, Pathum Thani Province, totaling 20,916 people. The sample size was calculated by using the Krejcie and Morgan ready-made table method, totaling 377 people. The study instrument used in this study was a 5-rating Likert scale questionnaire. The statistics used for data analysis were frequency distribution, percentage, mean, standard deviation, t-test, and F-test.

          The study results revealed that 1) the level of the role of sub-district chief and village headmen in performing their duties, as a whole, was at a high level. When considered each aspect, the mean scores ranged from highest to lowest, it was found to be at a high level in all 6 aspects namely the aspect of registration work had the highest mean value, followed by the aspect of preventing infectious diseases, the aspect of public welfare, the aspect of reporting to the government, the aspect of keeping the village orderly,  and finally, the aspect of exercising administrative authority over the villagers, which has the lowest mean. 2) The results were to compare the roles of sub-district chief and village headmen in performing their duties in Tambon Khlong Si, Mueang Khlong Luang District, Pathum Thani Province, classified by personal factors, found that people with different genders had no different opinions on the roles of  sub-district chief and village headmen and in performing their duties. People with different ages, occupations, education levels, and incomes showed different opinions on the roles of village headmen and sub-district headmen in performing their duties, with a statistically significant level of .05.
