GUIDELINES FOR MANAGING EDUCATIONAL RESOURCES IN SCHOOLS UNDER THE SURIN SECONDARY EDUCATIONAL SERVICE AREA OFFICE

Abstract

The objectives of the study were: 1. to study the current conditions, the desirable conditions, and the necessary needs for effective educational resource management of school administrators under Surin Secondary Educational Service Area Office. 2. to study the approaches for effective educational resource management of school administrators under Surin Secondary Educational Service Area Office. 3. to evaluate the approaches for effective educational resource management of school administrators under Surin Secondary Educational Service Area Office. The research methods were divided into 2 phases: Phase 1: Studying the current conditions, desirable conditions, and necessary needs for effective educational resource management of school administrators under Surin Secondary Educational Service Area Office. Phase 2: Studying and evaluating the approaches for effective educational resource management of school administrators under Surin Secondary Educational Service Area Office. The sample group consisted of 140 school administrators and budget management leaders from 70 educational institutions under Surin Secondary Educational Service Area Office. selected through stratified random sampling. The tools used for data collection included questionnaires, interview forms, focus group discussions, and a development guideline assessment form. The statistical methods used were percentage, mean, and standard deviation.

  The research results found that

1. The current state of educational resource management in schools under the Surin Secondary Educational Service Area Office was found to be at a high level overall. The desirable conditions for educational resource management were rated at the highest level. The ranking of necessary needs, from highest to lowest, was as follows: (1) Resource Planning (PNI Modified = 0.275), (2) Resource Utilization (PNI Modified = 0.272), (3) Resource Monitoring and Evaluation (PNI Modified = 0.266), (4) Resource Allocation (PNI Modified = 0.257), and (5) Resource Procurement (PNI Modified = 0.249).


2. The approaches to educational resource management in schools under the Surin Secondary Educational Service Area Office, derived through a focus group discussion covering five key areas, resulted in the development of 15 management approaches.


3. The evaluation of these educational resource management approaches by five experts indicated that they were highly appropriate and highly feasible overall.
