นวัตกรรมอัจฉริยะ (Smart Innovation) และปัญญาประดิษฐ์ (AI) กับการขับเคลื่อนเป้าหมายการพัฒนาที่ยั่งยืน (SDGs)

บทคัดย่อ
บทความวิชาการนี้มีวัตถุประสงค์เพื่อวิเคราะห์บทบาทของนวัตกรรมอัจฉริยะ (Smart Innovation) และปัญญาประดิษฐ์ (Artificial Intelligence: AI) ในการขับเคลื่อนเป้าหมายการพัฒนาที่ยั่งยืน (Sustainable Development Goals: SDGs) ขององค์การสหประชาชาติ โดยมุ่งอธิบายความเชื่อมโยงเชิงกลไกระหว่างการประยุกต์ใช้เทคโนโลยีอัจฉริยะกับผลลัพธ์ด้านความยั่งยืนในสามมิติ ได้แก่ 1)เศรษฐกิจ 2)สังคม และ 3)สิ่งแวดล้อม ในบทความนี้ใช้การทบทวนวรรณกรรมอย่างเป็นระบบจากแหล่งงานวิจัยและรายงานนโยบายระดับสากล เพื่อสังเคราะห์แนวคิด นวัตกรรมอัจฉริยะ (Smart Innovation) ขีดความสามารถปัญญาประดิษฐ์ (AI) และกรอบการพัฒนาที่ยั่งยืนเข้าด้วยกัน ผลการทบทวนวรรณกรรมอย่างเป็นระบชี้ให้เห็นว่า AI ทำหน้าที่เป็นเทคโนโลยีเอนกประสงค์ที่ช่วยเพิ่มผลิตภาพ สนับสนุนการตัดสินใจเชิงกลยุทธ์ และเอื้อให้เกิดนวัตกรรมรูปแบบใหม่ ขณะที่ Smart Innovation เป็นกรอบแนวคิดที่ช่วยบูรณาการเทคโนโลยี ข้อมูล และองค์ความรู้จากหลายภาคส่วนไปสู่การสร้างคุณค่าอย่างยั่งยืน บทความเสนอกรอบแนวคิดเชิงบูรณาการที่อธิบายว่า Smart Innovation และ AI จะส่งผลต่อ SDGs ได้อย่างมีประสิทธิภาพผ่านตัวกลางสำคัญ ได้แก่ ขีดความสามารถด้านดิจิทัล ขีดความสามารถด้านข้อมูล และธรรมาภิบาล AI ที่คำนึงถึงจริยธรรมและความรับผิดชอบ ผลการศึกษาชี้ให้เห็นว่า แม้เทคโนโลยีอัจฉริยะจะมีศักยภาพสูงในการสนับสนุน SDG 8, 9, 12 และ 13 แต่ยังเผชิญความท้าทายด้านความเหลื่อมล้ำทางดิจิทัล อคติของอัลกอริทึม และข้อจำกัดด้านการกำกับดูแล บทความจึงเสนอแนวทางเชิงนโยบายและเชิงการจัดการเพื่อสนับสนุนการใช้ Smart Innovation และ AI อย่างมีความรับผิดชอบ อันจะนำไปสู่การสร้างคุณค่าทางเศรษฐกิจ การยกระดับคุณภาพชีวิต และการอนุรักษ์สิ่งแวดล้อมอย่างยั่งยืนในระยะยาว
