การจัดการภัยความมั่นคงบริเวณชายแดนไทย–กัมพูชา: บทเรียนทางยุทธศาสตร์และข้อเสนอเชิงนโยบาย

บทคัดย่อ
การศึกษานี้มุ่งวิเคราะห์สถานการณ์ภัยความมั่นคงบริเวณชายแดนไทย–กัมพูชาในมิติต่าง ๆ ทั้งด้านภูมิรัฐศาสตร์ ประวัติศาสตร์ สังคม วัฒนธรรม เศรษฐกิจ และความมั่นคงมนุษย์ โดยพิจารณาทั้งปัญหาเขตแดนคงค้าง อาชญากรรมข้ามชาติ เครือข่ายทุนสีเทา และการเมืองเชิงสัญลักษณ์ซึ่งส่งผลต่อความตึงเครียดระหว่างรัฐ งานศึกษาพบว่า แม้ชายแดนจะเป็นพื้นที่เสี่ยงด้านความมั่นคง แต่ก็เป็นศูนย์กลางการค้าและความเชื่อมโยงของชุมชนที่สร้างผลประโยชน์ร่วมจำนวนมาก จึงจำเป็นต้องบริหารด้วยแนวทางแบบบูรณาการผ่านกลไกความร่วมมือทวิภาคี เช่น JBC และ GBC รวมถึงมาตรการด้านเศรษฐกิจและความมั่นคงมนุษย์ บทเรียนจากกรณีศึกษาในภูมิภาคอื่นสะท้อนว่านโยบายชายแดนที่มีประสิทธิภาพต้องประกอบด้วยกรอบกฎหมายที่ชัดเจน สถาบันร่วมที่ทำงานต่อเนื่อง มาตรการสร้างความไว้ใจเชิงทหาร และการยึดโยงผลประโยชน์ทางเศรษฐกิจของประชาชนเข้ากับเสถียรภาพของพื้นที่ สุดท้าย บทความเสนอแนวทางเชิงยุทธศาสตร์สำหรับบริบทไทย–กัมพูชา ได้แก่ การเร่งรัดการปักปันเขตแดน การลดอิทธิพลทุนสีเทา การเสริมสร้างความร่วมมือทางเศรษฐกิจ และการบูรณาการมิติความมั่นคงมนุษย์เพื่อสร้างชายแดนที่ปลอดภัยและเอื้อต่อการพัฒนาร่วมกันในระยะยาว
